BLACKFOOT — After nearly two hours in executive session on Tuesday, members of the Blackfoot School District board of trustees returned to open session long enough for vice chairman Peter A. Lipovac to admit he did not have permission of the full board to attend an Indian education conference last year.
His attendance at that conference, without permission of the board, is at the crux of a recall petition which has been certified by Bingham County director of elections Marlene Jensen.
